(AP) ? President Barack Obama says he is "ready and willing" to get a big package done to deal with the "fiscal cliff" and says there's no reason not to protect middle-class Americans from tax increases.

Obama says he spoke Friday with House Speaker John Boehner and met with Senate Majority Leader Harry Reid. He says Congress should pass a plan to extend tax breaks for the middle class and extend unemployment benefits.

Obama says no one can get 100 percent of what they want and there are "real consequences" to how they deal with the across-the-board tax increases and steep spending cuts scheduled to kick in Jan. 1. Economists fear the combination could deliver a blow to the U.S. economy.

Norovirus Survives Restaurant Dishwashing Protocols, Study Finds

Thinking of eating out over the holidays? Well, you might consider bringing your own plate. Because a new study shows that the typical dishwashing procedures used by most restaurants can't wash away viruses that can cause some serious stomach distress. Those unsavory findings are served up in the journal PLoS ONE. Food poisoning is no fun. And one potential source of sickness when you dine out is the dinnerware. Plates, forks, and glasses could transfer a bug from contaminated foodstuff or a previous diner to you. Most public eateries follow certain industry guidelines when it comes to cleaning their tableware. But those protocols were designed with foodborne bacteria in mind. So what happens if the infectious agent is viral?

To find out, researchers inoculated cream cheese and milk with either E. coli bacteria or a norovirus, famous for spreading throughout cruise ships. The researchers shmeared the mess over ceramic plates, utensils and glassware...and then put the dirty dishes in the wash. And they found that while the standard detergents did a decent job at sluicing away the E. coli, they didn't get rid of the dairy-encrusted virus.

Once Extinct in the Wild, Kihansi Spray Toad Returns to Tanzania (by Way of the Bronx and Toledo)

Kihansi Spray ToadTwo American zoos have helped to save an African amphibian from extinction. The Kihansi spray toad (Nectophrynoides asperginis) was declared extinct in the wild in 2009 after its only habitat, the waterfalls of Kihansi Gorge in Tanzania, dried up following the establishment of a nearby hydroelectric dam. But this month 2,000 toads returned to Kihansi, courtesy of scientists at the Wildlife Conservation Society?s (WCS) Bronx Zoo and at the Toledo Zoo. The achievement marks the first time that an extinct-in-the-wild amphibian has been returned to its native habitat.

The tiny yellow toads?which reach a length of 2.9 centimeters at their largest?were first described by scientists in 1999, the year before the Kihansi Dam went online. The hydroelectric facility now generates nearly a quarter of Tanzania?s electric supply, but it also reduced the flow of water going over the Kihansi Gorge waterfalls by 90 percent. Before that happened, the waterfalls produced a mist zone that created the toads? unique habitat, just 20,000 square meters of wet vegetative territory?the smallest known range for any known vertebrate species. After the dam was completed, the waterfall no longer produced the mists on which the toads depended.

As the mist zone disappeared, so did the toads, which were also starting to suffer from the dreaded chytrid fungus, the rapidly spreading blight that has already been responsible for dozens of amphibian extinctions around the globe. The last wild toads were observed in 2005, and the species was declared extinct in the wild in 2009.

Luckily scientists saw this disappearance coming. In 2000, at the invitation of the Tanzanian government, the Bronx Zoo collected 499 toads from the gorge to create a captive assurance population. Some of those toads were later transferred to the Toledo Zoo. After more than a decade of breeding efforts, each zoo contributed 1,000 toads toward this month?s reintroduction effort.

Getting to this point was a long journey that required work in Tanzania and in the U.S. One challenge was repairing the toads? habitat at Kihansi Gorge. The World Bank funded the installation and refinement of a gravity-fed misting system that replicated the original habitat conditions. The Tanzania Electric Supply Company Limited (TANESCO), which operates the dam, monitors the system to make sure it receives the water it needs, and the Tanzanian government has committed to maintaining the misting system.

The other challenge was getting the frogs to breed and thrive in the U.S. ?No facilities were keeping spray toads in captivity?and this is a species with very specific needs?so Bronx Zoo staff had to figure it out,? says Don Boyer, the zoo?s herpetology curator. Both zoos built bio-secure facilities that replicated the unique microhabitat at Kihansi. ?The best husbandry practices including physical enclosure design, spray systems, water quality, health monitoring, disease-preventative measures, diet and stocking densities all had to be established.? Boyer says the team faced many challenges along the way, such as making sure the toads had the right food and, amazingly, the right diseases. ?The wild toads did have parasites and the goal of the captive colony was not to eliminate all disease and thereby make them vulnerable when they were repatriated but to maintain parasite levels comparable to the wild populations.? Each zoo now has several thousand toads in their collections.

The first 100 Kihansi spray toads from the U.S. captive assurance population returned to Tanzania in 2010, where the University of Dar es Salaam has now created its own assurance population. A few dozen of those toads made their way to Kihansi Gorge earlier this year in a closely monitored situation to see if they would be safe in the revived habitat. ?Experiments were done to see if the captive toads would be a source for chytrid infections, and could captive toads survive if exposed to water, plant and amphibians still living in the gorge,? Boyer says. ?Those results were very promising and indicated there was a very low risk. The next stage was actual soft-release experiments where captive-born spray toads were placed into screened enclosures in the upper-gorge wetlands.? The results of that experiment were encouraging enough to move forward with the full-scale reintroduction.

That reintroduction, which took place on December 11, was a full-scale event, attended by representatives from the WCS, Toledo Zoo, World Bank, International Union for Conservation of Nature (IUCN), Tanzania Wildlife Research Institute, the University of Dar Es Salaam, Sokoine University of Agriculture, and local Tanzanian villagers.

In a press release, WCS president and CEO Cristi?n Samper called the reintroduction ?a momentous achievement in conservation. It clearly shows how zoos can play an important role in conservation. This has been a truly global effort to save a species.?

Now that the toads have returned, Tanzanian biologists will take up the task of monitoring the population. ?They will continue to visit the wetlands on a regular basis and conduct survey work,? Boyer says. Meanwhile, the populations at the Bronx and Toledo zoos continue to grow, as does the collection at the University of Dar es Salaam, which might also be used for future reintroductions.

Clays on Mars: More plentiful than expected

Dec. 20, 2012 ? A new study co-authored by the Georgia Institute of Technology indicates that clay minerals, rocks that usually form when water is present for long periods of time, cover a larger portion of Mars than previously thought. In fact, Assistant Professor James Wray and the research team say clays were in some of the rocks studied by Opportunity when it landed at Eagle crater in 2004. The rover only detected acidic sulfates and has since driven about 22 miles to Endeavour Crater, an area of the planet Wray pinpointed for clays in 2009.

The study is published online in the current edition of Geophysical Research Letters.

The project, which was led by Eldar Noe Dobrea of the Planetary Science Institute, identified the clay minerals using a spectroscopic analysis from the Mars Reconnaissance Orbiter. The research shows that clays also exist in the Meridiani plains that Opportunity rolled over as it trekked toward its current position.

"It's not a surprise that Opportunity didn't find clays while exploring," said Wray, a faculty member in the School of Earth and Atmospheric Sciences. "We didn't know they existed on Mars until after the rover arrived. Opportunity doesn't have the same tools that have proven so effective for detecting clays from orbit."

The clay signatures near Eagle crater are very weak, especially compared to those along the rim and inside Endeavour crater. Wray believes clays could have been more plentiful in the past, but Mars' volcanic, acidic history has probably eliminated some of them.

"It was also surprising to find clays in geologically younger terrain than the sulfates," said Dobrea. Current theories of Martian geological history suggest that clays, a product of aqueous alteration, actually formed early on when the planet's waters were more alkaline. As the water acidified due to volcanism, the dominant alteration mineralogy became sulfates. "This forces us to rethink our current hypotheses of the history of water on Mars," he added.

Even though Opportunity has reached an area believed to contain rich clay deposits, the odds are still stacked against it. Opportunity was supposed to survive for only three months. It's still going strong nine years later, but the rover's two mineralogical instruments don't work anymore. Instead, Opportunity must take pictures of rocks with its panoramic camera and analyze targets with a spectrometer to try and determine the composition of rock layers.

"So far, we've only been able to identify areas of clay deposits from orbit," said Wray. "If Opportunity can find a sample and give us a closer look, we should be able to determine how the rock was formed, such as in a deep lake, shallow pond or volcanic system."

As for the other rover on the other side of Mars, Curiosity's instruments are better equipped to search for signs of past or current conditions for habitable life, thanks in part to Opportunity. Wray is a member of Curiosity's science team.

Volkswagen Golf R Cabriolet Makes Video Debut Ahead Of Launch

Volkswagen's new Golf R Cabriolet, hinted at in spy photos and teased as a concept last year, is finally on its way.

Revealed in a new video released today, the final production Golf R Cabrio is shown tearing through mountain passes in a race against a light airplane (because why not).

Technical details have not been revealed, but with the video focusing on handling and the (slightly exaggerated) engine note, it is clear Volkswagen has pulled few punches with its new droptop.

Power is expected to come from the same 2.0 litre turbocharged petrol engine driving the regular R, offering the hatch's full European-tune 199kW and 350Nm of torque.

(In Australia, our warmer climate moved Volkswagen to detune the R to 188kW and 330Nm of torque.)

While the R Cabriolet will likely give away some weight through additional bracing, the topless performer should still hit 100km/h in around six seconds.

The Golf R Cabriolet will join the 155kW GTI Cabriolet, revealed earlier this year but still yet to join the regular Golf Cabriolet in Australia.

Both models are expected to continue alongside the brand-new Golf VII range, including the new 162kW Golf GTI unveiled in concept form at the Paris Motor Show.

(AP) ? Switzerland's UBS AG agreed Wednesday to pay some $1.5 billion in fines to international regulators following a probe into the rigging of a key global interest rate.

In admitting to fraud, Switzerland's largest bank became the second bank, after Britain's Barclays PLC, to settle over the rate-rigging scandal. The fine, which will be paid to authorities in the U.S., Britain and Switzerland, also comes just over a week after HSBC PLC agreed to pay nearly $2 billion for alleged money laundering.

The settlement caps a tough year for UBS and the reputation of the global banking industry. As well as being ensnared in the industry-wide investigation into alleged manipulations of the benchmark LIBOR interest rate, short for London interbank offered rate, UBS has seen its reputation suffer in a London trial into a multibillion dollar trading scandal and ongoing tax evasion probes.

As a result of the fines, litigation, unwinding of real estate investments, restructuring and other costs, UBS said it expects to make a fourth quarter net loss of between 2 billion to 2.5 billion Swiss francs ($2.2-2.7 billion). Nevertheless, the Zurich-based bank maintained that it "remains one of the best capitalized banks in the world."

Other banks are expected to be fined for their involvement in the LIBOR scandal. LIBOR, which is a self-policing system and relies on information that global banks submit to a British banking authority, is important because it is used to set the interest rates on trillions of dollars in contracts around the world, including mortgages and credit cards.

UBS characterized the probes as "industry-wide investigations into the setting of certain benchmark rates across a range of currencies."

The UBS penalty is more than triple the $450 million in fines imposed by American and British regulators in June on Barclays for submitting false information between 2005 and 2009 to manipulate the LIBOR rates. Those fines exposed a scandal that led to the departure of Chief Executive Bob Diamond and the announcement that Chairman Marcus Agius would step down at the end of the year.

In accepting the fines, UBS said some of its employees tried to rig the LIBOR rate in several currencies, but that its Japan unit, where much of the manipulation took place, entered a plea to one count of wire fraud in an agreement with the U.S. Justice Department.

UBS said some of its personnel had "engaged in efforts to manipulate submissions for certain benchmark rates to benefit trading positions" and that some employees had "colluded with employees at other banks and cash brokers to influence certain benchmark rates to benefit their trading positions."

UBS added that "inappropriate directions" had been submitted that were "in part motivated by a desire to avoid unfair and negative market and media perceptions during the financial crisis."

Britain's financial regulator called the misconduct by UBS "extensive and broad" with the rate-fixing carried out from UBS offices in London and Zurich.

Different desks were responsible for different rate submissions. At least 2,000 requests for inappropriate submissions were documented ? an unquantifiable number of oral requests, which by their nature would not be documented, were also made, the U.K.'s Financial Services Authority said.

"Manipulation was also discussed in internal open chat forums and group emails, and was widely known," the FSA said. "At least 45 individuals including traders, managers and senior managers were involved in, or aware of, the practice of attempting to influence submissions."

Sergio Ermotti, who was appointed CEO of UBS AG in November 2012 in the wake of a major trading scandal, said the misconduct does not reflect the bank's values or standards.

"We deeply regret this inappropriate and unethical behavior. No amount of profit is more important than the reputation of the firm, and we are committed to doing business with integrity," he said.

With more than 2.2 trillion Swiss francs ($2.4 trillion) in invested assets, UBS is one of the world's largest managers of private wealth assets. At last count, the bank had 63,745 employees in 57 countries and said it aims for a headcount of 54,000 in 2015.

Along with Credit Suisse, the second-largest Swiss bank, UBS is on the list of the 29 "global systemically important banks" that the Basel, Switzerland-based Bank for International Settlements, the central bank for central banks, considers too big to fail.

It's not the first time that UBS has fallen afoul of regulators. Notably in 2009, U.S. authorities fined UBS $780 million in 2009 for helping U.S. citizens avoid paying taxes.

The U.S. government has since been pushing Switzerland to loosen its rules on banking secrecy and has been trying to shed its image as a tax haven, signing deals with the United States, Germany and Britain to provide greater assistance to foreign tax authorities seeking information on their citizens' accounts.

In April, Ermotti called Switzerland's tax disputes with the United States and some European nations "an economic war" putting thousands of jobs at risk.

And in September 2011 the bank announced more than $2 billion in losses and blamed a 32-year-old rogue trader, Kweku Adoboli, at its London office for Britain's biggest-ever fraud at a bank.

Britain's financial regulator fined UBS, saying its internal controls were inadequate to prevent Adoboli, a relatively inexperienced trader, from making vast and risky bets. Adoboli has been sentenced to seven years in prison.

What is Obesity?

You know you could stand to lose a few pounds, but are you technically obese? And, if you are, what additional consequences does that mean for you?

Obesity Defined

You are obese by definition when you have too much fat. But, to be labeled obese by a medical doctor, according to WebMD you have to be more than 20% above your normal body weight. If you?re more than 50% over your normal body weight, you are classified as morbidly obese.
For example, an individual that should weigh 120 pounds to be healthy is obese if he or she weighs more than 144 pounds. And, that same person is morbidly obese at any weight above 180 pounds.
Another popular way to determine if you qualify for this diagnosis, is to calculate your Body Mass Index (BMI). You can use an online calculator for simplicity and it will give you your number based upon your height and weight. If your BMI is between 25% and 29.9%, you are overweight. However, if it is above 29.9%, then you are obese; 40% or more and you?re morbidly obese.

Causes of Obesity

What causes people to be obese? There?s no one solid answer and, usually, no one individual reason. It?s usually a culmination of a lot of factors.

Most job seekers use cover letters to try to differentiate themselves, but cover letters are a lousy way to differentiate yourself as a job seeker today.

Your personal brand is the first impression you give to readers.

Your personal brand is used to decide if you?re qualified or not. TheLadders? heat mapping study of how audiences read resumes showed that a qualified/unqualified determination is reached in the first 6 seconds.

Recruiters and HR reps will tell you they take an average 15 seconds to decide if a candidate will get an interview ? So your personal brand makes a huge impact on whether you gain an interview or not.

So why do cover letters fail to convey your personal brand effectively?

Remember, the concept of cover letters were developed when you couldn?t change your resume because it was printed ? on paper ? at a print shop like Kinko?s. I know it seems like a century ago, but that?s why cover letters were developed. When you couldn?t change your resume, the only way you could try to fit your reader?s individual needs was through a cover letter.

Technology has changed, both for the applicant and the employer

Today, we?ve got these new-fangled inventions called PCs (or Macs), that allow candidates to easily customize resumes, so they don?t have to be static anymore. Employers attract many more candidates via 50,000 job boards in existence and pre-screen applicants with Applicant Tracking Systems.

Back then most jobs were advertised in the newspaper, so job ads attracted only about 10% of the applicants as today ? The average employers only received about 100 applications for each advertised position. When today?s employer receives an average 1,000 applications for each advertised job, they have to evaluate potential hires more efficiently.

This combination of increasing number of applicants and employer?s need for efficient candidate review caused employers to automate much of the pre-screening process ? so now only a handful of resumes are read for each position and the resumes that are read are only quickly skimmed to make an interview recommendation.

If this isn?t enough to convince you cover letters are lousy branding vehicles, then consider ?

3 Reasons Cover Letters Are Ineffective Personal Branding Tools:

  1. Not Searchable By Applicant Tracking Systems: That?s right, cover letters aren?t searchable by most applicant tracking systems. According to CEO?s and VP?s of the top 10 ATS companies, most employers only set up Applicant Tracking Systems to keyword search a single document ? your resume. So if an ATS only pre-screens your resume, automated pre-screening won?t pick up that you?ve branded yourself as the ideal candidate from your cover letter, because you used the wrong document to brand and differentiate yourself.
  2. No One Reads Them: I?ve conducted what I?m told is the largest study of employer cover letter use, surveying thousands of hiring managers, recruiters and HR reps ? including nearly every industry, job function, job level, public, private, non-profit, manufacturing, service, government, health care, and education. Fortune.com ran an article on my research (http://management.fortune.cnn.com/2012/06/08/are-cover-letters-necessary/) that showed that almost no employers or recruiters use cover letters to make interview decisions today. My study concluded that 97% of hiring managers, HR reps and recruiters decide whether to give you an interview (or not) based on your resume ? not your cover letter. This leaves only 3% of your audience who cares about your cover letter ? not very effective branding.
  3. 6 & 15 seconds: Candidates will often ask me, ?Shouldn?t I brand myself using a cover letter just in case my reader is one of the few who cares about cover letters?? Let?s consider #2 above in combination with the 6 second/15 second decisions: Since only 3% of your resume?s readers value cover letters, they make a 6 second decision if you?re qualified and a 15 second decision to give you an interview or dump your resume ? they can?t read two documents in that time frame ? or even open two documents that quickly. So instead of being helpful, your cover letter is really a distraction to 97% of your audience. Do you really think that distracting your reader from the document that 97% of your audience uses to manually pre-screen you is a smart way to personally brand and differentiate yourself?

Cover letters are traditional in job search and most career advisers still recommend using them.

But when you evaluate how the people who review resumes actually make decisions about who to interview, it throws cover letter effectiveness into doubt.

Cover letters may be a traditional remnant of non-digital times past, but they can?t be an effective way to brand yourself when they are ignored by both man and machine.

Instead, research shows that it?s far more effective to brand yourself using a document that your audience actually reads ? your resume.

Amy Winehouse inquest to be heard again

(AP) ? The inquest into the death of soul singer Amy Winehouse was overseen by a coroner who lacked the proper qualifications and must be heard again next month, officials said Monday.

Assistant deputy coroner Suzanne Greenaway, who handled the inquest, resigned in November 2011 after her qualifications were questioned.

Camden Council said a new hearing has been scheduled on Jan. 8.

"The inquest into the death of Amy Winehouse had not technically been heard," it said in a statement.

Winehouse was found dead in her London home in July 2011 at age 27. In an inquest in October 2011, Greenaway ruled that the "Back to Black" singer had died of accidental alcohol poisoning.

Greenaway had been appointed an assistant deputy coroner in London in 2009 by her husband, Andrew Reid, the coroner for inner north London. But she resigned after authorities learned she had not been a registered U.K. lawyer for five years as required by the rules.

She had practiced law for a decade in her native Australia.

Reid was suspended, and he resigned earlier this month.

Winehouse family spokesman Chris Goodman said Monday that the singer's family had not requested a new hearing.

Last year's inquest heard evidence from a pathologist, Winehouse's doctor, the security guard who found her and a detective who described seeing three empty vodka bottles in her bedroom. It appears unlikely that a second inquest would produce a different conclusion about how she died.

(AP) ? A man shot and fatally wounded a woman, then killed himself Friday at the Excalibur hotel-casino on the Las Vegas Strip, sending many patrons fleeing in fear.

It happened at about 8:30 p.m. near the high-rise hotel's front entrance, Las Vegas Metro Police Lt. Ray Steiber said.

The man died at the scene of an apparent self-inflicted gunshot wound after shooting the woman, who was a vendor at Excalibur's concierge desk, Steiber said. The woman was pronounced dead later at a local hospital.

Neither the gunman nor the victim was identified, but investigators said the two might have dated in the past.

The shootings happened as the hotel's front desk was busy on a Friday night with the National Finals Rodeo and other events in town. Steiber said patrons scattered at the first sound of gunfire, and no one else was wounded.

Witnesses on the casino floor said they saw poker players abruptly leaving their tables and many distraught people running for the exits after the gunshots rang out, the Las Vegas Sun reported.

Trisha Banks, 14, and her sister Danielle Banks, 17, were at the hotel for a holiday cheerleading party with 80 other cheerleaders when they heard four shots. They hid under some tables until the situation was cleared about 10 minutes later.

"It's scary after what happened this morning (in Newtown, Connecticut) and then this," Trisha Banks told the Sun. "How can people do this?"

The woman who was shot worked at the concierge desk as a vendor for the travel website VEGAS.com, which is owned by the Greenspun family, publishers of the Las Vegas Sun.

"We were saddened to learn that a member of the VEGAS.com family was the victim of tonight's tragic and senseless killing at the Excalibur," VEGAS.com Chief Operating Officer Bryan Allison told the newspaper. "Our thoughts and prayers are with her family and friends."

MGM Resorts International owns the Excalibur and several other hotels on the Las Vegas Strip. Company spokesman Gordon Absher said the hotel and casino remained open to guests and patrons. However, the area where the shooting took place was cordoned off by police while the investigation was under way.

The Excalibur has approximately 4,000 rooms. The hotel is named for the mythical sword of King Arthur.

Japan's next PM Abe must deliver on economy, cope with China

TOKYO (Reuters) - Japan's hawkish ex-premier Shinzo Abe will get a second chance to run the country after his conservative Liberal Democratic Party (LDP) surged to power in Sunday's election, but must swiftly move to bolster the sagging economy while managing strained ties with China.

Abe, whose party won by a landslide just three years after a crushing defeat, was expected on Monday to meet Natsuo Yamaguchi, the leader of the small New Komeito party, to cement their alliance and confirm economic steps to boost an economy now in its fourth recession since 2000.

The victory by the LDP, which had ruled Japan for most of the past 50 years before it was ousted in 2009, will usher in a government pledged to a tough stance in a territorial row with China, a pro-nuclear energy policy despite the 2011 Fukushima disaster and a potentially risky recipe for hyper-easy monetary policy and big fiscal spending to boost growth.

Projections by TV broadcasters showed that the LDP had won at least 291 seats in the 480-member lower house, while the New Komeito party, took at least 29 seats.

That gives the two parties the two-thirds majority needed to over-rule parliament's upper house in most matters, where they lack a majority and which can block bills. The "super majority" could help to break a policy deadlock that has plagued the world's third biggest economy since 2007.

Markets have already pushed the yen lower and share prices higher in anticipation of an LDP victory and Abe's economic stimulus. The two-thirds "super majority" could boost share prices and weaken the yen further.

Prime Minister Yoshihiko Noda's Democratic Party of Japan (DPJ) was crushed, forecast to win just about 56 seats - less than a fifth of its showing in 2009, when it swept to power promising to pay more heed to consumers than companies and pry control of policies from bureaucrats.

But voters deemed the pledges honored mostly in the breach and the party was hit by defections before the vote due to Noda's unpopular plan to raise the sales tax to curb public debt already more than twice the size of the economy.

"This was an overwhelming rejection of the DPJ," said Gerry Curtis, a professor at New York's Columbia University.

"Abe was smart to run the campaign saying 'It's the economy, stupid. His hawkish (security) views took second place to fiscal stimulus and getting a dovish Bank of Japan governor and getting the economy going. If he keeps that focus ... he has a chance of improving his standing."

Abe, expected to be voted in by parliament on December 26, will also have to prove he has learned from the mistakes of his first administration, plagued by scandals and charges of incompetence.

Voter distaste for both major parties has spawned a clutch of new parties including the Japan Restoration Party, founded by popular Osaka Mayor Toru Hashimoto, which took at least 52 seats, according to media projections.

But media estimates showed turnout at around 59 percent, which could match the previous post-war low.

LDP leader Abe, 58, who quit as premier in 2007 citing ill health, has been talking tough in a row with China over uninhabited isles in the East China Sea, although some experts say he may temper his hard line with pragmatism once in office.

The soft-spoken grandson of a prime minister, who will become Japan's seventh premier in six years, Abe also wants to loosen the limits of a 1947 pacifist constitution on the military, so Japan can play a bigger global security role.

The LDP, which promoted atomic energy during its decades-long reign, is expected to be friendly to nuclear utilities, although deep public concerns remain over safety.

Abe has called for "unlimited" monetary easing and big spending on public works to rescue the economy. Such policies, a centerpiece of the LDP's platform for decades, have been criticized by many as wasteful pork-barrel politics.

Many economists say that prescription for "Abenomics" could create temporary growth and enable the government to go ahead with a planned initial sales tax rise in 2014 to help curb a public debt now twice the size of gross domestic product.

But it looks unlikely to cure deeper ills or bring sustainable growth to Japan's ageing society, and risks triggering a market backlash if investors decide Japan has lost control of its finances.

Fueled by global warming,?polar?ice?sheets in Greenland and Antarctica are now melting three times faster than they did in the 1990s, a new scientific study says.

So far, that's only added about half an inch (1.3 centimeters) to rising sea levels, not as bad as some earlier worst case scenarios. But the melting's quicker pace, especially in Greenland, has?ice?scientists worried.

One of the biggest wild cards in climate change has been figuring out how much the melting of the massive sheets of?ice?at the two poles would add to the seas. Until now, researchers haven't agreed on how fast the mile-thick sheets are thawing ? and if Antarctica was even losing?ice.

The new research concludes that Antarctica is melting, but points to the smaller?ice?sheet in Greenland, which covers most of the island, as the bigger and more pressing issue. Its melt rate has grown from about 55 billion tons a year in the 1990s to almost 290 billion tons a year recently, according to the study.

"Greenland is really taking off," said National Snow and?Ice?Data Center scientist Ted Scambos, a co-author of the paper released Thursday by the journal Science.

Study lead author Andrew Shepherd of the University of Leeds in England, said their results provide a message for negotiators in Doha, Qatar, who are working on an international agreement to fight global warming: "It's very clear now that Greenland is a problem."

Scientists blame man-made global warming for the melting. Burning fossil fuels, such as coal and oil, emits carbon dioxide and other greenhouse gases that trap heat, warming the atmosphere and oceans. Bit-by-bit, that erodes the?ice?sheets from above and below. Snowfall replenishes the?ice?sheets, but hasn't kept pace with the rate of melting.

Because the world's oceans are so big, it takes a lot of?ice?melting ? about 10 trillion tons ? to raise sea levels 1 inch (2.5 centimeters). Since 1992,?ice?sheets at the poles have lost nearly 5 trillion tons of?ice, the study says, raising sea levels by about a half inch.

That seemingly tiny extra bit probably worsened the flooding from an already devastating Superstorm Sandy last month, said NASA?ice?scientist Erik Ivins, another co-author of the study. He said the extra weight gives each wave a little more energy.
